New program provides online access to documents at the Mahoning County Recorder’s Office

Ever since he took office in January 2025, Mahoning County Recorder Richard S. Scarsella said he’s been working to improve efficiency and make services more convenient and accessible to the public.
Earlier this year, he introduced a Notary Fraud Alert to minimize fraudulent property transactions.
He’s also worked to raise awareness about the office’s Property Fraud Alert, which enables owners to list all their properties — not just the one they occupy — unlike the program offered by the Mahoning County Auditor, which only allows a single listing.
Last month, Scarsella unveiled details of a new initiative that lets the public access document images online through the Laredo Anywhere program.
“We worked with our longtime technology vendor, Fidlar Technologies, to bring this new remote access capability to the public,” said Scarsella. “The program builds on the Laredo search platform that’s already used on public-access terminals in the Mahoning County Recorder’s Office.”
The Laredo Anywhere program allows the public to search Mahoning County records anytime using their computers, tablets or phones and view the document images alongside the index data, with the ability to save and print the records at no cost.
“The indexes were previously available to the public for viewing, but this program takes things a step further by making the document images accessible as well,” said Emily Kollar, a deputy recorder in the Mahoning County Recorder’s Office.
The change not only makes the process more convenient, but it saves time and money, said Pam Clay, a supervisor in the Mahoning County Recorder’s Office.
“Previously members of the public who wanted to view recorded documents needed to visit the office in person and use one of our public-access computers,” said Clay.
“They can now search and view the indexes and document images from any computer or mobile device with an internet connection and print the documents.”
“In the past, we could print the records for them at a cost of $2 a page or people could do it themselves while in the courthouse at 15 cents per page,” said Kollar. “This is much more convenient for the public, and it also avoids the need to drive downtown, look for parking or pay for it.”
“Giving the public direct online access to document images -- not just our index, is a big step forward for our office,” said Scarsella. “The records we maintain are central to buying, selling and financing property in our community.
“It’s not only helpful to the public, but it also makes this information more accessible to attorneys and title companies, whether they are located in the county, the outer suburbs or elsewhere in the state or country.
“All that’s required is Wi-Fi and a working PC or Mac device,” said Scarsella. “The public can log in from anywhere via their web browser without having to download a specific program.
“We’ve already had a lot of attorneys, leasing companies and title agencies sign up,” said Scarsella.
“With this most recent addition, we now offer a full buffet of services, including property and notary fraud alerts and full access to document images,” said Scarsella.
Those interested in taking advantage of the Laredo Anywhere program can visit www.mahoningcountyoh.gov/215/Recorder to download the form, which must be filled out and returned to the office.
The public can also visit the website to sign up for property and notary fraud alerts and receive email and text messages when new documents are recorded.
